The United States Department of Commerce has issued a preliminary affirmative determination in its anti-dumping investigation into oil country tubular goods (OCTG) imported from Austria, Taiwan (China) and the United Arab Emirates, with estimated dumping margins ranging from 47 to 69 percent, according to a November 4 report by Mysteel Global. OCTG refers to the seamless and welded steel casing and tubing used in oil and gas drilling and well construction. The preliminary finding means that shipments of these products from the three origins may become subject to substantial duties, with a final determination expected to be announced between January and March 2027.

The ruling marks a further extension of American trade protection from flat steel products into tubular goods, a segment in which US producers have repeatedly sought relief over the past decade. Mysteel noted that the widening scope of US trade remedies could add fresh uncertainty to global steel trade flows, as importers and buyers reassess sourcing options ahead of the final ruling. Exporters in the three covered origins face mounting compliance pressure, and analysts expect some American purchasers of OCTG to adjust procurement plans while the case proceeds.

The determination comes at a time when the United States steel market is already running tight. Mysteel data show that American steel imports in September fell 2.9 percent from August, with the share of finished steel in total imports dropping to 16 percent, reflecting the combined effect of recovering domestic capacity and successive trade measures. Pricing momentum has followed: Nucor lifted its hot-rolled coil consumer spot price by 10 US dollars to 1,280 US dollars per short ton, its fifth consecutive weekly increase, while the US Midwest hot-rolled coil FCA price held at 1,116 US dollars per short ton. Customer delivery lead times of three to five weeks point to supply that remains firmly in the mills' favor.

The case also fits into a broader intensification of trade friction across the global steel industry. Mysteel observed that Japan, South Korea, Pakistan, Vietnam and Colombia have all recently initiated or maintained anti-dumping measures against steel products, and South Korea has now issued a final affirmative ruling on Chinese galvanized cold-rolled steel with rates between 22.34 and 33.67 percent. For the OCTG market, attention will now turn to the final US determination due in the first quarter of 2027 and to how the prospective duties reshape sourcing decisions for American energy-sector buyers.
